Just curious, could swear I had such a thing but can't find anything that will playback gifs by its lonesome.
Preferably for Windows 3.1 or if need be Win9x
DOS would work too.

Since IrfanView tends to work in "modern-day" systems, it's possible an earlier version that works on Win3.1 (with Win32s) may work:

THIS IS JUST A COMMANT
YEARS AGO DURING DOS 3.1 DAYS WITH AN XT AND BBS CONNECTIONS
i RECIEVED A MESSAGE ON THE USUAL BBS MESSAGES
AND TO MY SURPRISE A NICELY DETAILES RABBIT - NT SOME STICK FIGURE-
HOPPED ACCROSS MY OLD GREEN SCREEN.
i RE-READ THE MESS AGE BUT APPARENTLY THE RABBIT WAS FIXED AND NOT MOVING.
i CONTACTED THE SYSOP
WHO DID NOT BELIEVE ME.
SO SOME KND OF GRAPHICAL AMIMATION EXISTED IN 1985
EVEN UNDER DOD ( HERCULES GRAPHICS)
MANY PROGRAMS THEN ( GAMES AND SUCH)
RAN UNDER HERCULES GRAPHICS.
i HAD A FEW THAT DEMONSTRTED VERY CRUDE GRAPICS WITH THE ORIGINAL IBM MONOCHROME CARD.
BUT IT DID NOT DO MUCH AT ALL.
THERE WAS A 8 BIY ISA CARD THAT DID VGA.
AND MANY 16 BIT VGA ( ISA) CARDS WILL FUNCTION IN AN 8 BIT SLOT.
EARLY WINDOWS DOES NOT SHOW COLORS EXCEPT FOR A QUICH FLASH AT STARTUP.
AT LEAST ON AN XT MACHINE
POSSIBLY LACK OR CARD MEMORY.
