I have finally found what I probably need, sadly I have to make it. Remembering my soldering ability and vision I don't think this one is for me. But it is the only device I've found that actually does what I need which is.

Mirror NTSC image on the screen, accept BNC output, mod so that RGB 15khz can be converted to VGA (with a few mods)

Does anyone know of a commercial device that does this so I can just buy one?
