I enabled DNS on my local network, and three of four computers could ping each other via name, but the fourth wouldn't. It also wouldn't let other systems enumerate shares via File and Printer Sharing.
After checking everything I could, the only difference between the working machines and non-working machines was "node-type" in IPCONFIG. It was set to "Peer-Peer" on the non-working machine. The other machines have it set to "Unknown" or "Mixed". The strange thing about this setting is that it's used by WINS. I've never used WINS, and probably never will.
So, once I followed the instructions to delete the setting and rebooted, everything started working properly.
